REQUEST FOR PROPOSALS
RFP EP20/21-05
BID OPENING ON FRIDAY, JANUARY 15, 2021 AT 11AM

The City of East Providence requests proposals from interested parties to repurpose Breed Hall located at 610 Waterman Avenue, East Providence, RI 02914. The City received CARES ACT funds to prevent, prepare for, and respond to the Covid-19 pandemic. The City intends to repurpose its Breed Hall building to accommodate Covid testing, medical related examinations for those that may be infected or having related health issues, and eventually the provision of vaccinations to prevent and reduce its health impacts. It will incorporate 2 new exam rooms within the existing building. Because the City used Federal Community Development Block Grant (CDBG) funds to acquire the property, Davis Bacon prevailing wage rate requirements apply to any construction related activities for the building. General Decision Number: RI20200001 11/06/2020 will be used to comply with this requirement.

Three (3) copies of a proposal shall be submitted in one (1) sealed envelope to East Providence City Hall, Controllers Office, Room 103, Attn: Dawn Kenney, Procurement Specialist, 145 Taunton Ave., East Providence, RI 02914 no later than FRIDAY, JANUARY 15, 2021 AT 11AM. The bids will be publicly recorded. Bids received with a time of 11:01 AM or later will be rejected. The envelope needs to be marked BID EP20/21-05.

A non-mandatory onsite meeting is scheduled for FRIDAY, DECEMBER 18, 2020 AT 9AM with all interested development firms for an opportunity to discuss the project with city officials. The City of East Providence reserves the right to reject any or all bids/proposals and reserves the right to award the RFP to the bidder deemed to be in the best interest of the City.
