On Tuesday, April 21, 2026, the City Council authorized the Mayor to contract with True North Civil to construct essential right of way improvements along a portion of Taunton Ave. The $638,650 project, funded by a $480,188 Municipal Infrastructure Program grant from the RI Infrastructure Bank and a required match from One Neighborhood Builders, includes new utilities, curbing, sidewalks, driveways, and roadway restoration in support of the Center City Apartments development. This work creates safer and more accessible streets, supports much-needed affordable housing, stimulates economic growth, and elevates the quality of life for current and future residents in the area.

RESOLUTION AUTHORIZING THE MAYOR TO ENTER INTO A CONTRACT WITH TRUE NORTH CIVIL FOR CONSTRUCTION OF GRANT FUNDED RIGHT OF WAY IMPROVEMENTS IN A PORTION OF TAUNTON AVENUE ASSOCIATED WITH ONE NEIGHBORHOOD BUILDERS’ CENTER CITY APARTMENTS DEVELOPMENT
WHEREAS, on February 19, 2026 the City received three (3) bids from qualified firms to construct right of way improvements including utility lines, curbing, sidewalks, driveways, roadway restoration and construction inspection in a portion of Taunton Avenue; and
WHEREAS, proposed work is associated with ONE Neighborhood Builders’ Center City Apartments development at 350 Taunton Avenue; and
WHEREAS, proposed work covered by this contract is funded through a Municipal Infrastructure Program grant from the RI Infrastructure Bank, with the required match to be paid for by ONE Neighborhood Builders; and
WHEREAS, based upon review of all bids received, the City is seeking to enter into a contract with the lowest qualified bidder, True North Civil; and
WHEREAS, the maximum total project cost is $638,650, consisting of the $480,188 grant and $158,462 match from ONE Neighborhood Builders.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of East Providence hereby authorizes the Mayor of the City of East Providence to enter into a contract with True North Civil in the amount of up to $638,650 to construct right of way improvements in a portion of Taunton Avenue.
