East Providence Police Department promotes four members

 

EAST PROVIDENCE, RI – The City of East Providence Police Department has promoted four members of its force.

Sgt. Darren Ellinwood was promoted to Lieutenant. Officers Roland Estrada and Warren Caldwell were promoted to Sergeant and Officer Candace Pacheco was promoted to Detective Corporal. Each of the newly promoted members were sworn in by Mayor Bob DaSilva to their new ranks Thursday, July 8 2021.

Each of the promoted law enforcement officials were sworn in before their families, Chief William Nebus, Major Christopher Francesconi and fellow members of the force.

Lt. Darren Ellinwood

Lt. Ellinwood had served with the East Providence Police Dept. for 21 years.

A graduate of East Providence High School, Lt. Ellinwood had served in United States Marine Corps. He also worked at the Adult Correctional Institution (ACI) for eight years prior to becoming an East Providence Police Officer in 2000.

 Lt. Ellinwood was assigned to the Vice Unit in 2005, and also assigned to the Drug Enforcement Administration. He was promoted to the rank of Sergeant in 2014.  Lt. Ellinwood has been a member of Special Reaction Team since 2002 serving as the team’s Assistant Commander.  

In the last year, he was assigned to the Office of Professional Standards. 

Sgt. Roland Estrada

Sgt. Roland Estrada actively served with East Providence Police Dept. over the last nine years. He was first inspired to become a police officer during his five years with the United States Air Force. Sgt. Estrada described the structure in the military and the nature of helping young citizens as one of the primary reasons he pursued a career as a police officer. 

 As a graduate of Mount Pleasant High School in Providence, Sgt. Estrada said he learned to use his "street smarts" as a way to influence his career in a positive way. That same experience also benefited him while he was assigned with the Special Investigation Unit and during his three years as a School Resource Officer. He is actively serving as a member of the Special Response Team (SRT), where he has completed countless hours in tactics and lifesaving skills.

Sgt. Estrada describes this promotion as a chance to actively model positive supervisors that have come before him. Sgt. Estrada will continue to maintain the Department’s respect and professionalism in his new supervisor role.

Sgt. Warren Caldwell

Sgt. Warren Caldwell attended the Rhode Island Municipal Police Academy, after which he worked in the Town of Tiverton as a Patrol Officer and Elderly Affairs Officer. He joined the ranks of the East Providence Police Dept. in 2014. During his tenure with the Department, Sgt. Caldwell worked as a Patrol Officer prior to being promoted to the Detectives Division. He is a department Field Training Officer, a member of the Special Reaction Team, Honor Guard, and the Motor Unit. In 2019, Sgt. Caldwell was commissioned as an officer into the United States Naval Reserve and is currently completing his training as a Naval Intelligence Officer. He is a 2007 graduate of Roger Williams University, with a bachelor's degree in Criminal Justice and a 2016 graduate of Salve Regina University, with a master's degree in Administration of Justice and Homeland Security.

Det. Cpl. Pacheco

Det. Cpl. Pacheco began her career with the East Providence Police Department in May 2015.

During her six years at the East Providence Police Department, Det. Cpl Pacheco has served as a Field Training Officer, Crisis Negotiator, Law Enforcement Fitness Specialist, and member of the Honor Guard. Pacheco will also be a Class Training Officer in the upcoming Rhode Island Municipal Academy.

Pacheco graduated from Bethany College in West Virginia in 2014 with a bachelor’s degree in Communications & Media Arts.
