Mayor’s Request approved by City Council to Complete South Broadway and Martin Street Utility Improvements and Paving

On Tuesday, April 21, 2026, the City Council authorized the Mayor to enter into contracts with W. Walsh Company and Pawtucket Hot Mix Asphalt to finalize critical utility rehabilitation and roadway restoration along South Broadway and Martin Street. The $1,700,000 project, funded through reallocated capital funds, includes water main cleaning and lining as well as full paving. This investment significantly upgrades the city’s aging infrastructure and improves water quality and reliability for residents and businesses. It also reduces future maintenance costs while enhancing traffic safety and neighborhood appeal in these vital corridors. As a result, East Providence is becoming a stronger and more resilient community.

RESOLUTION AUTHORIZING THE MAYOR TO ENTER INTO A CONTRACT FOR THE SOUTH BROADWAY AND MARTIN STREET UTILITY IMPROVEMENTS AND PAVING PROJECT

WHEREAS, as part of the City’s infrastructure improvement program, the Department of Public Works initiated a water main cleaning and lining project within the area bounded by South Broadway, Warren Avenue, and Veterans Memorial Parkway; and

WHEREAS, these corridors remain critical links within the project area and require both utility rehabilitation and roadway restoration; and

WHEREAS, in order to complete this final phase of the project, the City would like to enter into a contract with W. Walsh Company for the water main cleaning and lining along South Broadway and Martin Street in the amount of $650,000; and

WHEREAS, the City would also like to enter into a contract with Pawtucket Hot Mix Asphalt in the amount of $380,000 for the paving of Martin Street and $670,000 for the paving of South Broadway for a total of $1,050,000; and

WHEREAS, the total cost to complete the project is $1,700,000 which will be funded utilizing reallocated Capital funds.

NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of East Providence hereby authorizes the Mayor of the City of East Providence to enter into a contract with W. Walsh Company and Pawtucket Hot Mix Asphalt for the South Broadway and Martin Street utility improvements and paving project.
