Assistant Superintendent of Highway

Summary: Under the supervision of the Superintendent of Highway, the Assistant Superintendent of Highway assists in the planning, coordinating, scheduling and supervising of personnel, materials, and equipment necessary to maintain and keep in good working order the streets, alleys, parking lots, and storm drainage system of the City. The Assistant Superintendent of Highway supervises skilled and semi-skilled workers and participates in the training of employees regarding specialized work, including but not limited to the construction and maintenance of City roads. The Assistant Superintendent of Highway supervises employees during weather-related emergencies and must be available for call backs, overtime, and long hours during snow removal operations, or other emergency events. The Assistant Superintendent of Highway performs related work as required.

Essential Duties and Responsibilities: The duties listed below are intended only as illustrations of the various types of work that may be performed. · Assists in the planning, direction and coordination of a comprehensive program for City streets, parking lots, sidewalks, curbs, street signs, parks, storm drain structures and lines to ensure the highest level of maintenance at the most favorable cost within the budget.
· Anticipates seasonal maintenance needs and plans for availability of equipment, personnel and materials.
· Supervises and participates in snow removal operations as needed.
· Reports progress of work to the Superintendent of Highway and the Director of Public Works.
· Maintains accurate records relating to the repair and maintenance of streets, storm drain lines and structures, and all other systems and equipment of the City as a guide to analyzing recurring problems.
· Establishes training schedules to instruct and keep employees current on all aspects of safety in the workplace and monitors performance to ensure the continued use of such safety practices and protocols.
· Assists the Superintendent of Highway and the Director of Public Works with preparation of budget and makes sure that budget goals are met.
· Operates equipment as needed including trucks, tractor, snow blower, power mower, chain saw, etc. as needed and directed.
· Performs various preventive and corrective maintenance services on City equipment and vehicles to insure safe and proper operation.
· Operates various mechanic/shop power equipment and hand tools.
· Maintains all City owned property, performs minor carpentry, paint and minor repairs as necessary.
· Provides assistance for special events as requested.
· Attends various meetings to assist in the formulation or policy relating to public works activities.
· Performs related work as required.

Desirable Knowledge, Skills, and Abilities:

· Knowledge of the practices, techniques, tools, equipment, materials, terminology and safety precautions of street repairs and maintenance, storm drainage construction, maintenance and repair.
· Experience using tools, equipment and terminology of road maintenance and related public works activities.
· Knowledge of Federal, State and Local laws and regulations relating to public works activities.
· Knowledge of the principles and practices of public works administration
· Ability to train and direct subordinates.
· Ability to understand and carry out complex administrative and technical oral and written instructions.
· Ability to work well with others and to secure the cooperation of others.
· Ability to successfully work with and serve a diverse local community.
· Experience using computer applications and platforms used in the operation of public works departments.

· The work is performed both inside and outside which includes seasonal exposure to cold and heat.
· The employee is exposed to potential darkness or poor lighting, dirt and dust, fumes and odors, moving machinery, noise, vibration, wetness and humidity, working on uneven ground, mechanical chemical, electrical, fire and traffic hazards and bodily injury for which the employee should be capable of taking standard safety precautions.
· While performing the duties of this job, the employee is frequently required to climb, balance stoop, kneel, crouch, crawl, reach, stand, walk, push, pull, lift, grasp, often using repetitive motions.
· The employee will be exposed to moderate to heavy work, requiring exertion of up to 100 pounds of force occasionally and exertion of up to 50 pounds of force frequently.

Minimum Qualifications
· Graduation from a standard high school, trade school, or equivalency.
· 3 to 5 years of experience in roadway construction, parks maintenance, and or related field.
· Supervisory experience, and experience in assigning and directing staff in a roadway construction, parks maintenance, and or related field.
· Possession of Commercial Driver’s License (CDL) Class B with Air Brake Endorsement, a valid Rhode Island Hoisting Engineers License for loader/backhoe, and RI Pesticide License (or obtain within 6 months of appointment).
· Any equivalent combination of experience and training which provides the desired abilities, knowledge, and skills.
· Selected candidates will be required to pass a pre-employment physical/drug screen as well as a pass a background investigation (BCI).
