The City of East Providence anticipates a need for laborers in the Highway Division in the coming year. Through this hiring process, certification and eligibility lists will be created, approved by the Personnel Hearing Board, and will be active for one year from the date of certification. In the event that a Laborer position becomes available, current employees will be eligible for transfer. Laborer positions not filled internally will then become available to individuals on the certification list.   

 

Job Description: Under the general supervision of an Assistant Superintendent and close supervision of a Leadworker (or other higher classified employee), the Laborer performs a wide variety of manual tasks in the construction, repair and maintenance of streets, storm drains, sidewalks, and other property owned by the City. Duties include pick and shovel work, jack hammering, raking, grading, sweeping, painting crosswalks, cutting grass and brush, shoveling snow, emptying trash barrels, erecting traffic signs and participating in the City’s snow removal operation during regular working hours, and during times of weather or service-related emergencies. A Laborer performs related duties as required, and must possess a Class B Commercial Driver’s License and a Hoisting Engineer License within one year of date of hire.

 

General Responsibilities: A Laborer performs the following, but is not limited to:

  • Construction, repair and maintenance of streets, storm drains, sidewalks, and other property owned by the City.
  • Pick and shovel work, grading, patching, spreading gravel, stone, asphalt, or other construction materials.
  • Cleaning and sweeping streets and gutters.
  • Removes snow from streets and sidewalks in front of public buildings, working with trucks or other equipment, sanding icy pavements by hand or mechanical sander.
  • Cutting grass with hand or power mower, trimming grass and shrub, small trees and brush.
  • Painting crosswalks and traffic signs, erecting traffic signs, and operating striping equipment.
  • Maintenance of City property.
  • May be assigned to any area/division of the Department of Public Works on an acting or emergency basis as needed.
  • Responds to weather or service-related emergencies outside of regular working hours.
  • Performs related duties as required.

Desirable Abilities, Knowledge, and Skills

  • Ability to understand and carry out oral and written instructions and to keep routine records.
  • Proficiency in the use of hand tools.
  • Ability to perform unskilled and semiskilled manual tasks under close and general supervision.
  • Ability to perform light and heavy manual labor.
  • Ability to work both independently and as a part of a team to accomplish tasks.

Physical Requirements: Must be possess the following to perform demanding physical tasks:

  • Sufficient strength and dexterity to use shovels, pry bars, sledgehammers, jackhammers, and wrenches.
  • Ability to lift and move 40-50 lb. objects.
  • Ability to set up and take down equipment, traffic signs & barricades.

 

Minimum Qualifications

  • Education equivalent to completion of high school, or 3 to 5 years of experience performing manual labor in the construction field.
  • Must be available for extensive overtime during all types of emergency situations
  • Ability to understand oral and written instructions.
  • Ability to perform physical work.
  • Possession of a Class B Commercial Driver’s License (with air-brake endorsement) and a Hoisting Engineers License, or obtain licenses within one year from date of hire.
