Under general supervision of a Water Utility Supervisor and close supervision of a Leadworker or other higher classified employee, performs manual work doing a wide variety of semiskilled water utility construction tasks including repair and maintenance of water mains, water services, hydrants and all other water utility appurtenances, on property owned by the City or State.  Duties include pick and shovel work, jackhammering, raking, grading, sweeping, cutting grass and brush, shoveling snow, erecting temporary traffic signs & barriers, paint marking water infrastructure, and operating valves as directed. Will be assigned to City’s snow removal operations, as required. Will perform Auto Equipment Operator I, Utility equipment Operator, Inspector and Leadworker duties, as required on a trainee or acting basis.  Overtime for water emergencies are a condition of employment.  Performs related duties as required.

Provides semiskilled labor either alone or  with crew maintaining, installing or repairing water mains (gate valves, service connections, hydrants, blow-offs etc.) and making emergency repairs to sanitary sewer and/or storm drains and appurtenances as necessary.  Performs a wide variety of tasks in their construction, repair and maintenance of water division infrastructure, such as painting and repairing hydrants and vaults, pick and shovel work, grading, patching, spreading gravel, stone, asphalt or other construction materials.  Cleans and sweeps up around construction sites.  May be assigned to remove snow from streets and water utility facilities.  May be assigned to cut grass with hand or power mower; cut shrubbery or trees and brush.  Maintain City water utility assets.  May erect or remove temporary traffic signs and barriers.  Recording and maintaining basic field information. May be directed to mark water utility infrastructure for Dig Safe purposes.

MINIMUM QUALIFICATIONS REQUIRED FOR APPOINTMENT:   Education equivalent to completion of high school, and 3 to 5 years experience performing manual labor in the construction field; construction work on underground utilities preferred; or any acceptable combination of ability and experience which ensures the ability to understand oral and written instructions, use construction tools, and to perform physical work.  Possession of a Commercial Driver’s License and/or Hoisting Engineers License preferred.  Must be able to obtain said licenses within one year from date of hire. Possession of a Commercial Driver’s License, Water Supply Transmission and Distribution Operator Class 1D certification preferred.  In accordance with RI General Laws, must obtain a Water Supply Transmission and Distribution Operator Class 1D certification within one year from date of hire by passing state written test as a condition for continued employment with the City.                                                             

 

DESIRABLE ABILITIES, KNOWLEDGE AND SKILLS:  Ability to understand and carry out oral and written instructions and to keep routine records. Ability to utilize handheld hardware (phones & tablets) to document maintenance on water utility infrastructure. Proficiency in the use of construction and hand tools.  Ability to perform unskilled and semiskilled manual tasks.  Ability to perform light and heavy manual labor.

PHYSICAL DEMANDS:     Sufficient strength and dexterity to use shovels, pry bars, sledgehammers, jackhammers and wrenches; and to lift and move 40-50 lb. objects; and to set up & take down equipment, traffic signs & barricades.
