Notice is hereby given that public hearings will be held regarding the application of Noble
Development, LLC (“Noble”) to amend its July 2021 Waterfront Commission approval for the East
Point development. On July 20, 2021, Noble received approval to construct 392 units on two parcels
totaling 27.11 acres. The proposed development will provide a mix of residential dwelling types,
including single family, duplex, townhome and apartment units. Noble is hereby requesting a change
to the unit layout of East Point as well as an adjustment to the for sale/rental allocation.
The layout approved by the Waterfront Commission in 2021 consisted of One Hundred Thirty Six (136)
Rental Units and One Hundred Twelve (112) condominiums to be located upon the Seekonk River lot
(Map 203, Block 1, Lot 4) (the “Seekonk Parcel”); and One Hundred Thirty Four (134) rental units and
Ten (10) condominiums to be constructed on the Omega Pond parcel (Map 203, Block 13, Lots 4 and 5)
(the “Omega Pond Parcel”).
On the Seekonk Parcel, Noble now proposes one hundred fifty (150) condominium units and one
hundred twenty-eight (128) rental units, and on the Omega Pond Parcel, Noble proposes ten (10)
condominium units and one hundred four (104) rental units. The unit count remains at 392.

On August 17, 2023, at 6 PM (EST) the Design Review Committee (DRC) will hear design details
and public testimony and make an advisory opinion to the Waterfront Commission. The Hearing
Panel will issue an advisory opinion to the Waterfront Commission. The full Waterfront Commission
will hear the advisory opinions of the DRC and the Hearing Panel on August 17, 2023 at 6:30 PM
(EST), in accordance with Article IX, Waterfront Special Development Districts, of the East
Providence Zoning Ordinance.
