Mayor’s Request approved by City Council to Advance Smart Traffic Technology Upgrades

On Tuesday, April 21, 2026, the City Council authorized the Mayor to contract with Vanasse Hangen Brustlin, Inc. for engineering and project management services tied to the City’s USDOT SMART Grant project. The $229,225 contract, fully funded by the $549,770 federal grant, will upgrade traffic signals in the Warren Ave and Broadway area with advanced technology to ease congestion and improve traffic flow. RESOLUTION AUTHORIZING THE MAYOR TO ENTER INTO A CONTRACT WITH VANASSE HANGEN BRUSTLIN, INC (VHB) FOR ENGINEERING AND PROJECT MANAGEMENT SERVICES ASSOCIATED WITH THE CITY’S USDOT SMART GRANT PROJECT

WHEREAS, on May 20, 2025, the City entered into a $549,770 grant agreement with the U.S. Department of Transportation through their Strengthening Mobility and Revolutionizing Transportation (SMART) Grant Program; and

WHEREAS, the SMART Grant award will be used by the City to upgrade certain traffic signals in the Warren Avenue/Broadway area with advanced technology models to better manage traffic congestion; and

WHEREAS, all work associated with this contract will be funded through the awarded USDOT grant; and

WHEREAS, the City is seeking to enter into a $229,225 contract with VHB for engineering and project management services related to this project.

NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of East Providence hereby authorizes the Mayor of the City of East Providence to enter into a contract with VHB in the amount of up to $229,225 for engineering and project management services related to the USDOT SMART Grant Project.
