Summary: Under the supervision of the Director of Planning and Economic Development, the Community Development Coordinator administers the Community Development Block Grant Entitlement program, housing rehabilitation program, and serves as a liaison to businesses or organizations that wish to grow or develop in the City. In meeting program goals, the Community Development Coordinator plans and carries out development activities and makes technical and administrative decisions while following federal, state and local regulations. The Community Development Coordinator performs related work as required. This position will be filled subject to Federal funding.
Essential Duties and Responsibilities: The duties listed below are intended only as illustrations of the various types of work that may be performed. · Administers the Community Development Block Grant (CDBG) program and ensures compliance with federal regulations governing all programs under its jurisdiction.
· Prepares the Consolidated Plan and Annual Action Plan documents for submission to the Department of Housing and Urban Development (HUD) by reviewing goals and objectives, assessing needs and priorities, and coordinating the public input process.
· Collaborates with other members of the Department of Planning and Economic Development to direct the use of CDBG funds strategically and to provide leadership and vision in the development of other programs.
· Works with subgrantees, monitors grant activities, tracks accomplishments, and generates required reports related to CDBG funds.
· Meets with and makes presentations to potential applicants, the municipal Planning Board, and other City departments and officials.
· Maintains communications with all CDBG funded agencies and monitors budgets and expenditures.
· Maintains program files, databases, and other information documenting CDBG Program operation, including Subrecipient activities and expenditures.
· Manages the request for proposal (RFP) process related to CDBG.
· Obtains and manages other federal and state grants to support housing programs.
· Oversees the housing rehabilitation programs, and other related programs.
· Plans, organizes, supervises, and reviews work of the Community Development staff.
· Meets with local businesses and organizations looking to grow or develop in the City and provides resources as appropriate and needed.
· Performs related community and economic development work on behalf of the Department of Planning and Economic Development as required and the Director of Planning and Economic Development.
· Performs related work as required.
Desirable Knowledge, Skills, and Abilities:
· Knowledge and experience in the administration of the Federal Community Development Block Grant Entitlement Program at the municipal level.
· Knowledge of state and federal grant programs related to community development, housing, lead paint hazard reduction and planning.
· Ability to exercise independent judgment.
· Ability to follow projects and assignments through to completion.
· Experience using computer applications related to project management.
· Knowledge and experience of accounting and fiscal management practices.
· Excellent written and oral communication skills.
· Ability to present information effectively to large and small groups of people.
Minimum Qualifications
· Bachelor’s Degree in Planning, Community Development, or a related field (Master’s Degree preferred).
· Six years of related professional experience or a comparable combination of formal training and experience.
