Assistant City Engineer

Description: Under the direction of the Deputy Director of Public Works/City Engineer, the Assistant City Engineer performs engineering duties in the office and in the field in connection with the investigation, development, design, construction, and maintenance of public works, wastewater, and water utility engineering projects. As a member of the Engineering Division, the Assistant City Engineer receives direction on City projects, but demonstrates independent judgement in planning work details and in making technical decisions.

General Responsibilities:

• Conducts field investigations and surveys in preparation for public works, wastewater, and water utility engineering projects.
• Prepares preliminary plans, designs, specifications and estimates of cost for large projects and completes plans for smaller projects.
• Serves as resident engineer on major construction projects, enforcing adherence to plans and specifications, and otherwise protecting the City’s interests.
• Supervises inspectors on various projects to see that specifications are adhered to and that materials and general construction methods meet with City Standards.
• Manage GIS-related projects, including budgeting, scheduling, and resource allocation.
• Investigates complaints of property owners alleging damages caused by wastewater, storm water, water, or highway construction.
• Prepares or supervises the preparation of layout maps on all highways and section maps showing all building offsets.
• Prepares and keeps current accurate surveys of all City owned property.
• Provides general survey and mapping facilities for other City departments.
• Prepares maps, showing structures, utilities and other facilities within and under streets and sidewalks.
• Prepares assessments for curbing, grading and sidewalks.
• Keeps records and makes reports as required, including but not limited to the annual storm water report per MS4 requirements.
• Responsible for the maintenance of construction work and cost records of engineering projects; makes independent calculations from plans and field notes as to the work done by the contractor and estimates payment due; compiles a history of contracts showing all pertinent data relating thereto; and represents the Division of Engineering with contractors concerning payments and settling of differences.
• Reviews proposed development plans and prepares review letters for multiple City departments.
• Performs related work as required.

Desirable Abilities, Knowledge, Experience, and Skills:

• Thorough working knowledge of the principles and practices of civil engineering, including knowledge of hydraulic and hydrology engineering.
• Ability to organize work effectively and use a wide range of procedures to complete work in accordance with established departmental policies and standards.
• Thorough working knowledge of materials, methods, and techniques of public works or water works construction.
• A working knowledge and experience with computer drafting, mapping software, CAD, HydoCAD, ArcGIS, and industry-related computer applications.
• Ability to supervise and inspect the work of contractors and to enforce adherence to plans and specifications.
• Skill in planning and conducting engineering research work and in making engineering plans and specifications.
• Experience in a supervisory role in engineering or construction work.

Physical Requirements:

• Ability to work in both an office setting and in the field. Duties require significant use of manual skills, finger dexterity and motor coordination required to operate computer terminals, operate survey equipment and prepare scale drawings.
• Duties require intermittent light physical carrying, lifting or moving light weight material or engineering equipment.

Minimum Qualifications:

• Bachelor’s degree in civil engineering, Environmental Engineering, or a related field from a college or university with an ABET accredited engineering curriculum and certification.
• Engineer-in-Training (EIT) certification required. Professional Engineer (PE) license is preferred but not required at the time of hire. However, the successful candidate must obtain a PE license within two years of employment.
• 3-5 years of experience in municipal engineering or a related field.
• Any equivalent combination of experience and training that provides the desired abilities, knowledge and skills.

Examination Weight:  Oral 100 %. Candidates are encouraged to provide a portfolio with examples of work from projects related to the position.
