Water Utility Laborer

Job Description: Under the general supervision of a Labor Supervisor and close supervision of a Leadworker or another higher classified employee, the Water Utility Laborer performs semi-skilled manual work related to water utility construction, repair, and maintenance of water mains, water services, hydrants, and all other water utility appurtenances, on property owned by the City or State. The Water Utility Laborer will be assigned to City’s snow removal operations and must be available to work overtime for water and weather-related emergencies.
General Responsibilities:
- Performs semi-skilled tasks including pick and shovel work, jack hammering, raking, grading, sweeping, cutting grass and brush, shoveling snow, erecting temporary traffic signs & barriers, paint marking water infrastructure, and operating valves.
- Performs the City’s snow removal operations.
- Performs Auto Equipment Operator I, Utility equipment Operator, Inspector and Leadworker duties, as required on a trainee or acting basis.
- Available to work overtime during water or weather-related emergencies.
- Performs related duties as required.
Desirable Abilities, Knowledge, and Skills:
- Ability to understand and follow oral and written instructions.
- Ability to perform physically demanding manual labor.
- Proficiency in the use of construction and hand tools.
- Ability to work as part of a team.
- Knowledge of the principals of water distribution systems or plumbing concepts.
- Experience working in a construction-related trade.
- Ability to keep routine records and utilize handheld hardware (phones & tablets) to document maintenance on water utility infrastructure.
Physical Requirements:
- Sufficient strength and dexterity to use shovels, pry bars, sledge hammers, jack hammers and wrenches
- Ability to lift and move 40-50 lb. objects.
- Ability to set up and take down equipment, traffic signs & barricades.
Minimum Qualifications:
- High school diploma or equivalent training and experience.
- 3 to 5 years’ experience performing manual labor in the construction field; construction work on underground utilities (preferred) or a combination of knowledge, training, and experience.
- Possession of a Commercial Driver’s License and a Hoisting Engineers License (preferred). As a condition of employment, a Water Utility Laborer must obtain the above stated licenses within one year of date of hire.
- Water Supply Transmission and Distribution Operator Class 1D certification (preferred). In accordance with RI General Laws and as a condition for continued employment with the City, a Water Utility Laborer must obtain a Water Supply Transmission and Distribution Operator Class 1D certification within one year of date of hire by passing State written test.
Examination Weight: 30% Written, 70% Oral
