Plumbing, Mechanical, and Energy Code Inspector

Description: Under the general supervision of the Building Official, the Plumbing, Mechanical, and Energy Code Inspector performs technical work inspecting plumbing and mechanical installations for conformity with BOCA Basic Plumbing Code, BOCA Basic Mechanical Code, State regulations and City Ordinances. The Plumbing, Mechanical, and Energy Code Inspector performs minimum housing and property inspections, and is responsible for interpretation of codes, regulations and ordinances covering existing and new installations. In carrying out the City's inspection program, the Plumbing, Mechanical, and Energy Code Inspector reviews plans, approves or disapproves permit applications, conducts field inspections, makes reports, and may perform duties as the Building Inspector. The Plumbing, Mechanical, and Energy Code Inspector takes individual initiative and exercises judgment and discretion within the limits of standard practices and legal requirements.  

General Responsibilities:  

  • Reviews plans, approves or disapproves permit applications, conducts field inspections, and makes reports related to construction projects in the City. 
  • Interprets and explains application of codes or provisions of building code to contractors and property owners.  
  • Inspects plumbing and mechanical installations found in building construction for conformity with required codes, regulations, ordinances, standards, and laws. 
  • Conducts field inspections and makes reports relative to the determination of housing quality within assigned areas and violations of the minimum housing and property ordinance. 
  • Ensures that work is being performed by personnel with appropriate licenses.  
  • Performs minimum housing and property inspections. 
  • Investigates complaints related to violations of plumbing and mechanical codes. 
  • Issues verbal or written orders for correction of defects, workmanship and materials.  
  • Prepares reports of all inspections performed, covering conditions discovered, action taken and recommendations for future action. 
  • Performs related work as required. 

Desirable Abilities, Knowledge, and Skills: 

  • Ability to read and interpret plans and specifications for plumbing and mechanical installations, and general building construction.  
  • Ability to successfully meet and establish satisfactory work relationships with contractors, property owners and the public.  
  • Ability to enforce regulations with firmness, tact and impartiality.  
  • Ability to prepare written reports.  
  • Thorough knowledge of laws, codes, ordinances and regulations governing plumbing and mechanical installations, building codes and minimum housing and property standards.  
  • Through knowledge of the methods, materials and techniques of plumbing, mechanical and building trades.  
  • Considerable knowledge of possible defects and faults in plumbing and mechanical systems.  
  • Considerable knowledge of standard testing devices and effective corrective measures.  
  • Ability to detect and locate building plumbing and mechanical violations.  
  • Knowledge of the stages of construction and installation where defects are most usually found and remedied.  
  • Knowledge of warm air heating, ventilating and air conditioning systems, steam and hot water heating systems, boiler and pressure vessel maintenance and inspection, mechanical refrigeration, gas, liquid and solid fuel piping and equipment and air pollution control equipment.  
  • Ability to draw floor plan sketches and locate exits, windows, sanitary facilities, etc. Thorough knowledge of minimum housing and property standards and ordinances. 
  • Ability to use productivity software like Microsoft Word and Excel and industry specific software and applications.  

Physical Requirements:  

  • Ability to work in active construction projects, sometimes in rugged terrain.   
  • Ability to lift and carry objects such as surveying equipment.  
  • Ability to lift up-to 40 pounds such as removal of manhole covers and catch basin grates.  
  • Ability to perform work at a computer workstation in an office setting. 

Minimum Qualifications: 

  • Graduation from a high school, trade school, or an equivalent  
  • 5 years’ experience as a journeyman plumber.  
  • 5 years’ experience as a pipefitter or refrigeration technician. 
  • Possession of a current Rhode Island Master Plumbers license. 
  • Possession of a current Rhode Island Pipefitter's Master II license. 
  • Possession of a current Rhode Island Refrigeration Master II license. 
  • Rhode Island certification as a Plumbing, Mechanical and Building Inspector.
