Job Description: Under the supervision of the Director of Planning and Economic Development, the Planner II (Senior Planner) performs work in connection with municipal planning, housing, community development, and special projects. Working as part of a team of planning professionals, the Senior Planner ensures that projects are completed efficiently and on time, while staying within budget constraints. The Senior Planner exercises independent judgment in planning work details and making technical decisions, and makes presentations to the Mayor, City Council, and Planning Board.
Duties and Responsibilities: The Senior Planner performs, but is not limited to, the following duties.
- Assists in the preparation execution and conduct of professional surveys and studies of land use, population analysis, recreation, circulation, housing, school sites, public facilities, public utilities, capital improvement programming, zoning subdivision, community development and other planning matters.
- Prepares preliminary designs and plans in connection with such studies and prepares preliminary plans and reports for publication.
- Makes surveys, performs research and complies information to be used as a basis for making recommendations or decisions on the proper course of action in general planning matters.
- Exercises supervision as necessary over subordinate personnel assisting on projects for which responsibility is assigned to the incumbent.
- Coordinates special projects, prepares special project and grant applications, monitors and administers Federal and State grants from various projects.
- Collaborates with members of the Department Planning and Economic Development to identify and coordinate planning efforts.
- Makes public presentations to neighborhood and community groups, City Council, and Planning Board.
- Provides resources and assistance utilizing computer mapping (GIS) Geographic Information System and data base management of Census Data.
- Coordinates with City of East Providence Building Inspection, Zoning Officer, Fire Department Plan Review, and other City departments or officials to meet project objectives.
- Write reports and develops presentations for various audiences internal and external.
- Attends meetings, conferences, and seminars as requested.
- Other related duties as assigned.
Desirable Knowledge, Skills, and Abilities:
- Ability to organize planning research, make preliminary determinations and summarize results in written reports and graphic form.
- Ability to work as part of a team.
- Ability to analyze planning projects and designs.
- Ability to maintain cooperative relationships with government officials, community boards and the public.
- Thorough knowledge of planning legislation, Federal and State planning regulations and guidelines.
- Ability to prepare and make public presentations on major planning reports and Special Projects.
- Ability to communicate effectively both orally and in writing.
- Ability to work independently with limited supervision and to complete tasks in a timely manner.
- Proficiency in the use of productivity software like Microsoft Office, GIS systems, and planning-specific software.\
Minimum Qualifications:
- Master’s degree in planning and two years of professional planning experience (after the completion of the Master’s Degree), or Master’s Degree in a related field with three years of planning experience (after the completion of the Master’s Degree).
- Valid Driver’s License.
