EXTENDING EXECUTIVE ORDER 2021-014, DATED AUGUST 23, 2021
ENTITLED DECLARATION OF STATE OF MUNICIPAL EMERGENCY
WHEREAS, On March 13, 2020, by Proclamation 9994, the President declared a national emergency concerning the coronavirus disease 2019 (COVID-19) pandemic. The COVID-19 pandemic continues to cause significant risk to the public health and safety of the Nation; and
WHEREAS, on March 9, 2020, Executive Order 20-02 issued by the State of Rhode Island was issued for a declaration of a state of emergency due to the dangers to health and life posed by COVID-19 and that Order has been extended to remain in effect through at least November 27, 2021; and
WHEREAS, on August 19, 2021, Executive Order 21-86, issued by the State of Rhode Island, declaring a disaster emergency for new COVID-19 variants and that Order has been extended through at least November 13, 2021; and
WHEREAS, on August 23, 2021, Mayor Roberto L. DaSilva issued Executive Oder 2021-014 declaring a Municipal State of Emergency due to the outbreak of COVID-19 Delta variant; and
WHEREAS, Rhode Island General Law §§ 30-15-12 and 30-15-13, as well as the Home Rule Charter of the City of East Providence Article III, Section 3-5(9), permit the Mayor to declare a State of Municipal Emergency for the purpose of taking action to protect the health, safety and security of the City and its inhabitants; and
WHEREAS, COVID-19 has killed over 725,000 people in the United States in less than two years, and infected millions more, according to an October 2021 report by the Centers for Disease Control & Prevention; and
WHEREAS, as of November 9, 2021, Rhode Island saw a 2.3 percent positive increase of COVID-19 cases since September; and
WHEREAS, the pandemic continues to affect workers and workplaces. While COVID-19 vaccines authorized or approved by the U.S. Food and Drug Administration (FDA) effectively protect vaccinated individuals against severe illness and death from COVID-19, unvaccinated individuals remain at much higher risk of severe health outcomes from COVID-19; and
WHEREAS, our East Providence Emergency Management Agency and East Providence Fire Dept. continues to operate the East Providence Regional Point of Distribution to provide COVID-19 vaccines, boosters, third doses and doses to the younger population ages 5-11; and
WHEREAS, the city of East Providence Emergency Management Agency and East Providence Fire Dept. continue to operate COVID-19 testing sites; and
WHEREAS, all expenditures incurred by the city to mitigate, provide testing, vaccinate and offer public information are currently being reimbursed by the Federal Emergency Management Agency (FEMA) under this pandemic; and
WHEREAS, failure to continue the municipal emergency may jeopardize our ability to continue the critical work we have provided our residents, due to possible loss of reimbursement and the financial strain it would place on the city;
NOW, THEREFORE, I, Mayor Roberto L. DaSilva, by virtue of the authority vested in me as the Mayor and Chief Executive Officer of the City of East Providence, pursuant to the Rhode Island General Laws and the Home Rule Charter of the City of East Providence, do hereby order and direct the following:
- Executive Oder 2021-014, entitled “Declaration of State of Municipal Emergency” declared August 23, 2021 is hereby extended.
This Executive Order shall take effect on November 16, 2021 in full force and effect, and, with the consent of the City Council, it shall remain in effect until Tuesday, December 21, 2021, unless renewed, modified, or terminated by subsequent Executive Order.
