MARKETING/GRANT SPECIALIST

Pay Grade 39 ($57,447 - $68,328)

Principal Emphasis:
Under the supervision of the Director of Planning & Economic Development or a designated supervisor will perform professional marketing and promotional strategies to drive planning, development, coordination and execution of the City’s economic development strategies. Will serve as the Assistant Administrator to the Director of the Community Development Block Grant Program and ensure that all grant paperwork is filed in accordance with necessary requirements. The incumbent must exercise independent judgment in completing assignments.
Duties & Responsibilities:

- Works with the Director of Planning & Economic Development to create a marketing and promotional strategy for the City of East Providence;
- Assist the Director of Planning & Economic Development to drive the planning, development, coordination and execution of the City’s marketing strategy;
- Research and maintain updated marketing trends at the national, state and municipal level;
- Manage the City’s marketing efforts, including advertising opportunities;
- Develop and implement a variety of promotional and advertising methods/materials to publicize services, programs and events;
- Create graphic designs for promotional materials;
- Develop and conduct market research and public opinion surveys; analyze business and community behavior, usage and trends; evaluate program and modify marketing, advertising and outreach methods as necessary;
- Develop and implement surveys for businesses to identify areas in need of attention and improvement;
- Create and administer programs to stimulate economic development across the City;
- Serve as liaison to local partner organizations and government agencies;
- Serve as Assistant Administrator to the Community Development Block Grant Office;
- Coordinate and prepare grant applications;
- Prepare and oversee any necessary materials for grant proposals for any other City Departments;
- Monitors and administers federal and state grants for various projects;
- Prepare and submit in a timely manner, any required federal, state and/or city funding reports;
- Makes public presentations to neighborhood and community groups;
- Exercises supervision as necessary over any subordinates;
- Any other tasks assigned as needed.

Skills & Experience Required:

- Ability to organize planning research, make preliminary determinations and summarize results in written reports and public form;
- Ability to plan and supervise the work of subordinates and to work effectively with subordinates and supervisors;
- Ability to maintain cooperative relationships with government officials, community boards and the public;
- Ability to prepare and make public presentations on major planning reports and special projects;
- Familiarity with conducting marketing research and formulating promotional campaigns to support ongoing economic development strategies;
- Experience with several urban redevelopment initiatives such as Main Street America, public art installations and small business assistance;
- Ability to collect, analyze and make good use of marketing data to help promote the City’s initiatives;
- Ability to research and write grants;
- Prior experience working in marketing, municipal planning or community development;
- Bilingual a plus;

Minimum Qualifications:

- Graduation from a recognized college or university with a Bachelor’s Degree in Communication and/or Marketing or a minimum of five years of experience in a marketing field and/or a minimum of five years of experience in writing and administrating federal, state or municipal grants;
- Must be able to utilize computer programs to conduct planning research and analysis;
- Experience with various software applications including: MS Office 365, Adobe Photoshop, public survey platforms, and (GIS) preferred;
- Experience with G Suite (Google), WordPress, Drupal, Google Analytics, Facebook Business manager, Instagram, Twitter, YouTube and Flickr;
- Experience with community engagement and outreach;
- Familiarity with Community Development Block Grant application and management;
- Familiarity with planning regulations, guidelines and reports;
- Ability to create reports and presentations;
