The Controller's Division has a Procurement Specialist who is responsible for the procurement of supplies, materials, services and equipment for the City of East Providence.
In addition to any other powers and duties, the Procurement Specialist:
- Acts to procure for the city the highest quality in supplies and contractual services at the least expense to the city
- Administer the program in accordance with all applicable federal, state and local laws, ordinances, rules and regulations
- Responsible for the bid process, including posting, analysis, recommendations and execution of purchase order or contract
- Discourages uniform bidding and endeavors to obtain as full and open competition as possible on all purchases and sales
- Keeps informed of current developments in the field of purchasing, prices, market conditions and new products, and secures for the city the benefits of research done in the field of purchasing by other government jurisdictions, national technical societies, trade associations having national recognition, and by private businesses and organizations
The City Procurement Specialist is responsible for the disposal of surplus supplies, forfeited evidence and miscellaneous and confiscated property.
The Procurement Specialist reports directly to the Controller.
