Council President Rodericks and Council Vice President Rego acknowledged the diligent work of Deputy Stoddard in her efforts as the acting City Clerk.

Any person who submits a communication to the Council and wishes to speak on it must indicate this in writing no later than 4:00 p.m. the Thursday prior to the next regularly scheduled Council meeting. 5. Thirty day review of City Clerks office and salary considerations.- Discussion and possible vote- Councilman President Rodericks & Council Vice President Rego
Councilman President Rodericks updated the Council that he and Vice President Rego received a report of the Clerks office and is confident things are functioning well. He shared he would put forth salary considerations closer to the Budget season. No action was taken.
6. Request for separate fiscal and program independent audit of speed and red light camera program from inception to date (request for proposal). -Discussion and possible vote- Council Vice President Rego, Councilman Fogarty & Councilwoman Sousa
Council Vice President Rego shared that he is requesting a review of the program because it is a new council with a new clerk and it is best business practice to assess the program. He further noted he feels that this will verify that everything is being run well by the administration. After discussion, Council Vice President tabled his request finding that the reports that the Administration and Clerks office can provide would be sufficient detail at this time. President Rodericks requested detailed reports from inception to June 30, 2023 available by the next meeting. President Rodericks asked Solicitor Michael Marcello what the rules are of the contract in regards to times and locations for the cameras. No action was taken.

Solicitor Michael Marcello shared that he would reassess the contract and discuss. Councilman Lawson verified that there was no existing ordinance dictating times and locations for the cameras.

8. Update on Crescent Park Concession Stand and Cement Pad Project-Discussion Only- Councilman Lawson
Napoleon Gonsalves reported that the administration is still reviewing the bids and estimates that next month this should be complete.
9. Finance Questions; a.) impact of loss of tangible tax, b.) update on revenue projections current fiscal year c.) Administrations plan for the remaining unencumbered ARPA funds -Discussion Only-Councilman Lawson
Finance Director Malcolm Moore gave an explanation of loss of tangible tax. Councilman Lawson surveyed on revenues, Moore reported that things look generally positive. He reported that the City collects 70 percent of revenues June, July and May. Councilman Lawson asked for more detail from the original presentation of potential ARPA fund programs. He inquired if there are any specific programs happening. Chief of Staff; Napoleon Gonsalves reported that some of the money went to the Youth Summer Task Force and the Business Storefront Façade program and the Community Program. Gonsalves proposed for the interested councilors to sit down with the Mayor to review priorities and plans for the funds.
10. Flashing alert lighting to be added to all school camera zones. –Discussion and possible Vote – Council Vice President Rego

Council President Rodericks stated that everytime it rains heavily this area becomes an issue. Napoleon Gonsalves reported that DPW is assessing the area.

C. REPORT OF SCHOOL COMMITTEE LIAISON
Councilman Lawson reported updates on various school projects. Martin Middle School is in phase II which has been submitted to R.I.D.E. RMS project, updating the science labs is on budget. Oldham is needing renovations in order to house k-12 while the Martin Middle School project is happening. School committee is starting budget meetings and Councilman Lawson encouraged council members to attend or watch to be informed on the budget requests of the school.

1. Resolution authorizing the Mayor to enter into a contract for the purchase of sixty (60) new portable radios for the police department.

Councilman President Rodericks updated the Council that he and Vice President Rego received a report of the Clerks office and is confident things are functioning well. He shared he would put forth salary considerations closer to the Budget season. No action was taken.
6. Request for separate fiscal and program independent audit of speed and red light camera program from inception to date (request for proposal). -Discussion and possible vote- Council Vice President Rego, Councilman Fogarty & Councilwoman Sousa
Council Vice President Rego shared that he is requesting a review of the program because it is a new council with a new clerk and it is best business practice to assess the program. He further noted he feels that this will verify that everything is being run well by the administration. After discussion, Council Vice President tabled his request finding that the reports that the Administration and Clerks office can provide would be sufficient detail at this time. President Rodericks requested detailed reports from inception to June 30, 2023 available by the next meeting. President Rodericks asked Solicitor Michael Marcello what the rules are of the contract in regards to times and locations for the cameras. No action was taken.

Napoleon Gonsalves reported that the administration is still reviewing the bids and estimates that next month this should be complete.

Finance Director Malcolm Moore gave an explanation of loss of tangible tax. Councilman Lawson surveyed on revenues, Moore reported that things look generally positive. He reported that the City collects 70 percent of revenues June, July and May. Councilman Lawson asked for more detail from the original presentation of potential ARPA fund programs. He inquired if there are any specific programs happening. Chief of Staff; Napoleon Gonsalves reported that some of the money went to the Youth Summer Task Force and the Business Storefront Façade program and the Community Program. Gonsalves proposed for the interested councilors to sit down with the Mayor to review priorities and plans for the funds.

C. REPORT OF SCHOOL COMMITTEE LIAISON
Councilman Lawson reported updates on various school projects. Martin Middle School is in phase II which has been submitted to R.I.D.E. RMS project, updating the science labs is on budget. Oldham is needing renovations in order to house k-12 while the Martin Middle School project is happening. School committee is starting budget meetings and Councilman Lawson encouraged council members to attend or watch to be informed on the budget requests of the school.

Councilman President Rodericks updated the Council that he and Vice President Rego received a report of the Clerks office and is confident things are functioning well. He shared he would put forth salary considerations closer to the Budget season. No action was taken.
6. Request for separate fiscal and program independent audit of speed and red light camera program from inception to date (request for proposal). -Discussion and possible vote- Council Vice President Rego, Councilman Fogarty & Councilwoman Sousa
Council Vice President Rego shared that he is requesting a review of the program because it is a new council with a new clerk and it is best business practice to assess the program. He further noted he feels that this will verify that everything is being run well by the administration. After discussion, Council Vice President tabled his request finding that the reports that the Administration and Clerks office can provide would be sufficient detail at this time. President Rodericks requested detailed reports from inception to June 30, 2023 available by the next meeting. President Rodericks asked Solicitor Michael Marcello what the rules are of the contract in regards to times and locations for the cameras. No action was taken.

Napoleon Gonsalves reported that the administration is still reviewing the bids and estimates that next month this should be complete.

Finance Director Malcolm Moore gave an explanation of loss of tangible tax. Councilman Lawson surveyed on revenues, Moore reported that things look generally positive. He reported that the City collects 70 percent of revenues June, July and May. Councilman Lawson asked for more detail from the original presentation of potential ARPA fund programs. He inquired if there are any specific programs happening. Chief of Staff; Napoleon Gonsalves reported that some of the money went to the Youth Summer Task Force and the Business Storefront Façade program and the Community Program. Gonsalves proposed for the interested councilors to sit down with the Mayor to review priorities and plans for the funds.

Councilman Lawson reported updates on various school projects. Martin Middle School is in phase II which has been submitted to R.I.D.E. RMS project, updating the science labs is on budget. Oldham is needing renovations in order to house k-12 while the Martin Middle School project is happening. School committee is starting budget meetings and Councilman Lawson encouraged council members to attend or watch to be informed on the budget requests of the school.

Council President Rodericks and Council Vice President Rego acknowledged the diligent work of Deputy Stoddard in her efforts as the acting City Clerk.

5. Thirty day review of City Clerks office and salary considerations.- Discussion and possible vote- Councilman President Rodericks & Council Vice President Rego
Councilman President Rodericks updated the Council that he and Vice President Rego received a report of the Clerks office and is confident things are functioning well. He shared he would put forth salary considerations closer to the Budget season. No action was taken.
6. Request for separate fiscal and program independent audit of speed and red light camera program from inception to date (request for proposal). -Discussion and possible vote- Council Vice President Rego, Councilman Fogarty & Councilwoman Sousa
Council Vice President Rego shared that he is requesting a review of the program because it is a new council with a new clerk and it is best business practice to assess the program. He further noted he feels that this will verify that everything is being run well by the administration. After discussion, Council Vice President tabled his request finding that the reports that the Administration and Clerks office can provide would be sufficient detail at this time. President Rodericks requested detailed reports from inception to June 30, 2023 available by the next meeting. President Rodericks asked Solicitor Michael Marcello what the rules are of the contract in regards to times and locations for the cameras. No action was taken.

Solicitor Michael Marcello shared that he would reassess the contract and discuss. Councilman Lawson verified that there was no existing ordinance dictating times and locations for the cameras.

8. Update on Crescent Park Concession Stand and Cement Pad Project-Discussion Only- Councilman Lawson
Napoleon Gonsalves reported that the administration is still reviewing the bids and estimates that next month this should be complete.
9. Finance Questions; a.) impact of loss of tangible tax, b.) update on revenue projections current fiscal year c.) Administrations plan for the remaining unencumbered ARPA funds -Discussion Only-Councilman Lawson
Finance Director Malcolm Moore gave an explanation of loss of tangible tax. Councilman Lawson surveyed on revenues, Moore reported that things look generally positive. He reported that the City collects 70 percent of revenues June, July and May. Councilman Lawson asked for more detail from the original presentation of potential ARPA fund programs. He inquired if there are any specific programs happening. Chief of Staff; Napoleon Gonsalves reported that some of the money went to the Youth Summer Task Force and the Business Storefront Façade program and the Community Program. Gonsalves proposed for the interested councilors to sit down with the Mayor to review priorities and plans for the funds.
10. Flashing alert lighting to be added to all school camera zones. –Discussion and possible Vote – Council Vice President Rego

ii. Cape Verdean Independence Day Proclamation
Napoleon Gonsalves read the Cape Verdian Independent Proclamation and announced the raising of the flag event July 5, 2023 at noon. Council Vice President recommended that Napoleon Gonsalves raise the Cape Verdian flag on July 5, 2023.
iii. Summer Meals Release
Napoleon Gonsalves reported dates for summer meals release.
iv. Letter requesting support of House Bill h- 6165 Senate bill s-885
Napoleon Gonsalves requested the Councils support for H-6165, S-885.

1. Report of City Solicitor
i. Claims Committee Report
Solicitor Michael Marcello reported that the claim of Manuel Gomes was tabled pending further information and claim of Michael Brandao was approved.

C. REPORT OF SCHOOL COMMITTEE LIAISON
Councilman Lawson reported updates on various school projects. Martin Middle School is in phase II which has been submitted to R.I.D.E. RMS project, updating the science labs is on budget. Oldham is needing renovations in order to house k-12 while the Martin Middle School project is happening. School committee is starting budget meetings and Councilman Lawson encouraged council members to attend or watch to be informed on the budget requests of the school.

D. RESOLUTIONS - For discussion and possible vote.

1. Resolution authorizing the Mayor to enter into a contract for the purchase of sixty (60) new portable radios for the police department.

Councilman Lawson gave an overview of the radios which are to enough to cover the front line members of the police department and are outfitted with helpful updated technology. Councilman Lawson made a motion to approve, Councilman Vice President Rego seconded the motion and the motion carried (4-0.)
