Director of Human Services, Victor Santos

Human Resources Director Victor Santos has lead the city’s Human Resources Dept. since June of 2019. With more than 30 years of experience in human resources, Santos has worked in various sectors including: manufacturing, medical, social services, public transportation and higher education. In addition to his experience in human resources, Santos has more than 20 year of employee safety and worker’s comp experience.

Santos, who is tri-lingual in English, Portuguese and Spanish, is responsible for all employee relations activities within the city of East Providence and its four unions.
Santos, a resident of Pawtucket, emigrated from the island of Terceira in Azores, Portugal in 1970.

A very active member in the community, Santos is also a board member of three local organizations. He was the founder of Community Center Grupo Amigos da Terceira Inc. in Pawtucket, a charity/cultural association founded in 1988. Santos is also the president of Rancho Folklore de Santo Antonio, of which he’s been a member for the past 42 years.

When he’s not overseeing the department or planning employee-focused events in the City, he enjoys theater, singing, playing the 15-string viola, the accordion and writing songs.

Santos is a graduate of Rhode Island College and holds a certification in Human Resources.
